Fiber Info/Questionnaire.:|:.Fiber FAQ.:|:.Construction Map RCEC Fiber FAQ 1. At what stage is your project currently at? At this current time, we are finalizing the final stages of the main transport line in Phase 4. We have about 60% of Phase 1 fully operational and customers are starting to enjoy their new HSD services. 2. I received a card in the mail asking for permission to install an NIU device. What does this mean? This is the device needed to deliver services to the home such as internet, television, and telephone connectivities. We are asking for permission to place this box on the home to better serve and connect you. We cannot run these services from your current meter pole due to loss in signal from coax. If you do decide not to allow us to place this box, we will end our drop at the meter pole. 3. What does this "RCEC is not responisble for damages" clause on this postcard mean? Essentially, this means RCEC will not be responsible for damages occured to unmarked underground. When our contractors make contact with you, we will call Dig-Rite to mark your property for public utitlies. However, if you, the customer, have private underground such as heat pump loops, septic lines, electrical lines, etc and do not mark them, we can't be held responsible for the damage. 4. Who is handling the contracting work for your project? Currently, we are utilizing Pulse Broandband to oversee our project. At this point in time, Atlantic Engineering Group is handling the physical construction of our network. 5. What will the new service cost and what packages will be available? You can visit www.rallstech.com for more details concerning pricing and bundling deals for the many different services that we will be offering. 6. Will there be any installation fees associated to the fiber to the home? Due to the premise of our grant, we will deliver the fiber optics to either the meter base or the home if you granted us easement to do so at no cost. If you decline service to the home and later down the road you want it, it could be at the minumum $250 to run those services to you. 7. When will customers be able to start using this new service? Within each service area, once we have activated an area we will designate a few "betas" to do some testing for us and allow us to calibrate our equipment for that area. Once that is complete, which is usually a week process, we will consider the area active for new service installations. 8. I've noticed that the time frames keep getting pushed back. Why is this? Due to the high volume of these types of projects, there have been some considerable manufacturing and shipping delays. While we were the first out of the door with our project, we are having some issues getting certain types of cabling and equipment to finish our product. This is cause for several delays along with a very slow start this winter due to the bad weather. 7. If existing electrical service is underground, how will the fiber be run? Fiber construction crews will follow the existing easements in regards to running the fiber. If the electric is in the air, the fiber will be in the air. If the electric is running underground, the fiber will be placed underground, unless circumstances warrant differently. 10. Will RCEC be responsible for bringing the fiber to the home? Yes. RCEC will be bring the fiber directly to a connectivity box on the home if you the landowner grant us easement. From there a content provider, such as Ralls Technologies, will assess their own fees to connect customer to the service(s) they have requested. 12. If a customer has multiple meters, will the customer be responsible for connecting fiber to the additional meters? No. RCEC will be running fiber to each meter as part of their development of their smart grid technology. This, however, does not include the connectivity box for other services. This device will only be placed on the primary location at no charge.
